Document 1

The country, at the time was characterized by poor economic status, hunger, poor health, killing and displacement of civilians. According to UN agencies, more than 40 percent were in critical need of humanitarian aid in the country (Robinson, 2010). The conflicts had led to the scarcity of food and price inflation leading to spike cases of hunger. Despite the willingness and investments of humanitarian agencies to extend foreign aid to the countries, their efforts are substantially limited by the war conditions and lack of peace that spur from time to time. In 2015, at least 62 Aids were killed in South Sudan. Another restriction tactic used by the government is the costly foreign aid licenses, which demoralize the agencies and aid workers. Lack of peace and the prevailing lack of proper governance in South Sudan has presented an opportunity for interest parties with selfish interest to reap from the misfortune of the civilians who need humanitarian intervention.
