The aim of having such goals was to ensure that the larger districts are serviced in a proper manner. The small districts were not part of the target since DSS had based it passed structure on small districts. Peterson has the chosen leader newly organized cross-function teams had a responsibility of creating a team that would ensure the goals of the DSS has been archived within the organization. Within the time of six months, the chosen team led by Peterson was supposed to submit a fully developed planning system and an integrated budget. During the course of the project, the meetings that existed between Peterson and Cooke remained short and thus not actual for such project (Gordon, 2017). The obvious results from such form of leadership are mostly dissatisfaction, disorganization, and disharmony.

Most of the blame can be focused on the COO who showed poor skills of leadership. Peterson’s failure can also be derived from Cooke because Peterson as the team leader requested for help in the group but Cooke did not provide any form of direct response (David Caldwell, 2019). Cooke highest interest was what Peterson would provide from the project together with her team. Cooke showed less concern to the project in which as the COO he never asked any question concerning the development of the project. From the case, most of the meeting that was carried was brief, thus taking less time. Proper communication means that all members should be able to interact in a manner that each party has enough time to raise any issue of concern.

Feedback through upward communication will ensure that the employees are involved and as well as showing that the manager is able to understand what is going on in the organization. Due to poor forms of communication and dialogue between the two parties, failure was experienced in the organization (Simon Riha, 2019). Proper dialogue between the two parties show leave the parties with agreement and proper way forward. Observation is another form of management skill that Cooke can adopt to ensure that the project is following the right form of procedure it was developed to follow by the team leader. It will also contribute to increasing control among the team. Evaluation of alternative course of action The first evaluation is on communication which was one of the primary causes of the project failure.

Improved communication should be shaped in mid and superior management. Enhanced communication does guarantee not only current success but also the future success of the organization projects. In case of any additional message that should be communicated to the group, the process should be done in the most effective way, ensuring that all employees have understood and adjusted to the changes. When anxieties are raised regarding information given to the personnel, a proper and open dialogue should be engaged, allowing each individual to contribute. From the outcome of the project, the board should take the necessary moves and call for a personal meeting with Cooke. Through this, more ideas on how to improve the organization can be discussed. The organization should also re-examine each member of staff capability in tackling various tasks thus avoiding such an outcome in the future.
