The complexity of the organization has three dimensions, geographic, functional and vertical (Maguire, 2003). On the vertical organizational structure, it is conceivable for an agency with a tall command chain to allow decision-making discretion (King, 2005). Also in this issue, some agencies have so many middle-level supervisors, which in return causes their hierarchy pyramid to swell in the center. Functionally, the police departments may subdivide their responsibilities between their specialized units, for instance, the traffic enforcement unit or the community-policing unit. Some agencies are very specialized; while others are not, the agencies that are less specialized rely on a handful of district station and limited boundaries patrol. For instance, formalization is standard operating procedures and other written rules. It assists in the staff control by communicating the best techniques for achieving the goals of the organization; decision-making centralization refers to the degree to which the management makes a decision is composed of a relatively few numbers of employees in the upper management.

Some police agencies are centralized, and hence critical decisions are made by the administration while other agencies are decentralized therefore empowering the officers to make independent decisions. The institutional theory contends that agencies are flexible with their response according to their symbolic environment not according to their technical environment (Meyer &Rowan 1977). This institutional surrounding is made up of sovereigns such as other police agencies, community assemblies, the media and even the politicians. As outlined for police in Baltimore, being able to relate with others is very crucial in law enforcement duties that include communicating with ethnic groups that are there in Baltimore. It can be challenging to interact with community members and suspects when there is a language barrier that is involved.

As James Anderson, RAND institute director said, “essentially, a police agency capability cultivating trust with an ethnic community is challenging if you really can’t talk to them” And in several cities, for instance, Baltimore, several languages are represented Besides, several language-training programs are tailored specifically for law enforcement agents, for example, free online courses that are offered through the Institute of justice. The police perception by the community relies heavily on communication to enhance community relationships. I responded to the vents that have already taken place in Baltimore over the last few years, such as police shooting, and dangerous levels of community-police tension, the police department is laser-focused on the de-escalation strategies concerning the training of police officers and interacting with the community.

Training impact evaluation should take into account the environment of the organization where those who have been trained will return. The Baltimore police department should develop a training assessment program that is two-pronged. One would be short-term tailored to equip the trainees with a rigorous assessment of the current training program. For instance, there are programs tailored for police administrators. They are prolific for producing efficient police managers and what makes very productive. The central landmark in the training of police is coming up with a gore committee. Gore committee recommendation should include one month of training annually to be replaced by refresher course, which has been completed more than seven years of service. It should be used to identify promising and bright constables who can do well in critical assignments.

It should also include posting officers for their practical training in a medium sized police station under competent inspectors who are known for their integrity and efficiency. Training, especially to junior officers has been mostly neglected and irrelevant. Police officer training should complement selection and requirement. A common denominator in training programs is to impart human resource skills since all officers regardless of rank have to deal with not only the public but also seniors, colleagues, and subordinates. Regrettably, this one area of training is overlooked in all training programs pertaining to the police officers. The human relation art is highly neglected and due to this; several barriers grow between the people and the police. In addition, the training system should be thoroughly restructured.

Currently, they are likely to intensify their diversity departments’ across the spectrum of sex, sexual orientation, age, and race. In the past. Law enforcement officers, civilian employees and hiring officers reflected the community they served by simply recruiting black or even Hispanics. Currently, the human resource is composed of staff that are multilingual. Going beyond ethnic, racial and national diversity look for a team who are experts in various professional fields and police recruiter including Baltimore. Some of the department s are in an all-out bidding for police wars for the applicants. Their endeavor is admirable, but the outcome is questionable as the candidates hop from one bidder to another. The Baltimore police department testedthe community commitment as a way to improve the police force.

The focus groups should help identify the barriers to effective force and the period between the applicant initial interest for the job and the time of offer. The lessons learned in Baltimore is that law enforcement agency administration can benefit more by making the hiring process a public concern. The awareness tools should need close monitoring to ensure that the communication is consistent and reflect the current need. In conclusion, selection and recruitment are the main ingredients of a competent police agency since quality personnel is one of the most critical determinants of success. Research has shown that the community satisfaction with police is as a result of direct interaction with them, either meeting to discuss a community problem, crime report or even getting a traffic citation.
