Bill Clinton who was the American President and controlled the United Nations was not willing to be involved in the war for he believed it would have underrated the Americans (Herman and David, xx). Tutu formed a new government which was led by Bizimungu and Paul Kagame as the deputy president. The French soldiers maintained peace in the territory although the killings of the Tutsi were still going. Since the French soldiers were not as many as the rebel, it was difficult to ensure that the piece was fully maintained in the nation. They protected a few lives which seem to be better than how the United Nations responded to the situation. These significantly helped the situation since it was quite easier for the RPF which was formed by Paul Kagame to take part in piece restoration and take power from the government. In this particular era is when the RPF was able to manage the condition in Kigali, and it became possible for them to take full control of Kigali. To them, they could not imagine going back to the massacre not knowing what might happen next.

The United Nations responded to this request by only cutting more than half of the troops which were in Rwanda but not all as the Rwandan government had requested. The United Nations continued to monitor peace in the country and supporting the Rwandan with the fund to get them resources like food, water and medication (Samset, 269). Peace was recovered in Rwanda, and the suspects who were accused of forming the genocide were arrested and charged of violating human right which resulted in a death sentence.

It was reported to them what the radio is broadcasting, but they took no action. Also, they withdrew their soldier as they felt it hard to pay for the expenses. In particular, the American president Bill Clinton saw this happen yet voting for United Nation not to engage in restoring peace. The peacemaker Paul Kagame appeared as a hero in bringing peace to the nation with the help of the French troops. Hatred speech may lead to the diversity of ethnicity which may lead to a situation similar to that of Rwanda.
