The Spanish national team after winning the 2010 FIFA World Cup, which greatly helped by creating a good image and as a result of their victory, contributed to creation of the good focal point for their citizens which enabled them to express their competing notion of their identity, shared past turbulently and their present constitutive moment. This contributed in showing great sparking of a renewed sense in Spanish nationalism to many where self- determination was witnessed due to social-political events that made it possible to reveal the politics of sub-state nationalism (Sniderma, Hagendoornand Prior 2004). Entities of Spanish sub-state: The sub-state nationalism of Spanish in Basque country and Catania are both regionally grounded historically and based regionally. Groups of the minorities like the Basque country which belong to nationalist movements do experience cycles of repression and revival due to Spanish monarchies.

The provinces of Basque enjoyed autonomy considerably but when uniform administrative system and legal system were adopted in territories by the Spanish state, this was lost. In order for the Spanish government to protect the rights of the immigrants, they must structure both legal and illegal laws at the beginning of every February and this will help in taking care of the welfare of the immigrants by giving good health care and education for their children. They also need to protect the rights of the employees and as well give security to the properties and lives of the immigrants. Referendum Catalan nationalists want to be independent by separating themselves as a separate nation since they have their own history, culture and their own language.

The referendum of the Catalonia’s has been a controversial because of getting independence from Spain which will be on October 1, and it will be happening after the announcement that triggered both judicial and political temperatures between Madrid and Barcelona. Spanish government does not want to allow secession since according to the government; secession is a violation of the constitution, where it has said it will use every means possible to stop that from happening. The Central government used powers like the institutional power. They implemented powers through the institutional means to allow them implement decision and use the police in to do their work. After the referendum, Human Rights Watch uncovered the brutality by the national police where excessive force was applied in polling stations.

There were also scenarios where some of the police officers got injured by some demonstrators. Footage revealed by the Human Rights Watch, showed exactly what happened during the riots where the police used excessive force even to those people who demonstrated peacefully. The actions needs to be investigated and eventually be judged in accordance with the human rights compliance (Political Studies 48. 5 2000: pg. Racism According to racism witnessed, the situation of anti-tourism riots stepped up as violent clans immerging to target tourists in Barcelona which resulted from groups connected to the youth wing of a Catania political party that joined the campaign. They circulated posters telling the visitors that they were not welcomed and that tourism was killing the city. Rational acceptance of a consistent set of abstract laws for modern state are legitimate compared to pre-modern predecessors which is not the case for bonds of belonging.

The Spanish government sent national authority to stop the voting process from taking place (Routledge, 2004). In concluding, the paper shows the ideal-typical model of the nation state is, the effects and how they are being countered for a number of reasons, pathologically making them unable to accommodate the demands of sub-state national in Spain. Since it seems unlikely that the phenomenon of sub-state nationalism will disappear which slightly owning to operation changing in modern condition under control. Therefore, in order for the Spanish government to deal with those challenges like immigrants, racism, and brutality from the police, referendum and riots, it must first adhere to the solutions that have been stated keeping in mind they should be in accordance with the law that governs human rights ( International and Comparative Law Quarterly 54.
