Consequently, this led to the shift in a bitter rivalry and cautious cooperation over the years. There was a stern difference in the political economy and social systems of the two countries. This often prevented them from reaching a mutual agreement (Gerber 1). The two countries, however, managed to establish diplomatic relations in 1933. However, by this time the reign of dictator Joseph Stalin was an obstacle to friendly relations with the west. Therefore, the country started spending even more money on defence. Most of the American officials developed and encouraged the use of atomic weapons after the end of World War II. After this, the Soviets also took up the challenge of testing their atom bomb in 1949 in the “arms race”/. Soon Stalin followed suit-prompting president Truman to build hydrogen bombs that are even more destructive.
