This is partly because of the increase in the aging population as well as higher chances of disability among the aging population. Also, it is attributed to the global rise of chronic health complications such as diabetes, dementia, cancer, and cardiovascular diseases. This paper seeks to evaluate the definition of disability, some of the global challenges persons with disabilities go through and the possible solutions. Disability can be defined as the difficulties or challenges experienced partly or fully in three aspects of functioning. At the same time, ICF can as well be explored to evaluate and measure the affirmative aspects of execution like activities, environmental participation, body functions and participation (Groce and Ellen, 112-126). Conversely, in matters of policy making and service delivery, it might be necessary to set up standards severity, participation constraints, or even activity limitations.

It is important for a number of duties like research surveillance and reporting. It can as well be important in recounting and measuring health and disability like evaluating personal functioning, measuring outcomes, disability surveys, determining eligibility for welfare benefits, monitoring, evaluating services, treating, and goal setting (Barnes and Colin, 26-43). Challenges Facing Persons with Disabilities across the World In many parts of the world, persons with disabilities have challenges such as lower education achievements, poor health outcomes, increased cases of poverty, and less economic participation compared to persons without disabilities. It can be attributed to the reason that persons with disabilities face hindrances in getting services which most persons without disabilities take for the sake like employment, transport, health, education, and information.

Additionally, lack of rehabilitation services can bring poor health outcomes in general health status, reduced quality of life, participation limitations, and activity reductions (Peek, Lori, and Stough, 1260-1270). Increased Dependency and Restricted Participation Research shows that overreliance on institutional support, inadequate community support as well as lack of enough reliable services segregates the disabled from the rest of the society making them dependent on others. For instance, an assessment conducted among 1505 non-elderly adults in the United States exposed that more than 42 percent had failed to get out of bed because there was no person close to aid them (Barnes and Colin, 26-43). Higher Rates of Poverty It is evident that people with disabilities undergo high rates of poverty compared to non-disabled persons.

In fact, a survey shows those persons with disabilities and such households experience higher rates of deprivation as well poor housing, inadequate access to health care, food insecurity, and lack of access to safe water and sanitation. At the same time, it is important to involve persons with disabilities in disability-related projects as that will improve their self-esteem, knowledge, and attitude. Consequently, there should be a conglomerate of financial options for disabled persons to enhance coverage and care afford-ability (Wylie et al. Addressing Barriers to Rehabilitation Ideally, rehabilitation is a good idea as it improves human capacity and as such should be incorporated on matters employment, social services, and education. Such policies should capitalize on early interventions and put in place rehabilitation efforts to facilitate functioning among people with diverse health conditions as well as bringing services closer to the people.

However, for developed nations, the attention should be on enhancing efficiency and effectiveness by broadening reach, advancing coverage, and affordability (Bertot, John Carlo, Jaeger, and Hansen, 30-40). Service delivery can be improved when service owners are answerable to the consumers and equally have a relationship that is enhanced by legitimate service arrangements (Bertot, John Carlo, Jaeger, and Hansen, 30-40). Creating Enabling Environments There is need to do away with hindrances in public accommodations, communication, transport, and information in order to make the disabled to engage in matters employment, education, social life, reduction in dependency and isolation. Research shows that compulsory minimum standards implemented through legislation are important in ejecting barriers in buildings (Watson and Nick, 29). Addressing Barriers to Employment Today, there are laws in place to eradicate discrimination in employment matters by appealing for the all-inclusive system.
