The advanced nurse must also understand that the importance of providing the patients with a safe, ethical and high-quality care. In this paper, a bill will be selected, the areas of concern will be identified with the related and background concerns. The stakeholders will be identified. The bills weakness, strength, opportunity, and threats will be identified. How the bill will affect the stakeholders at an institutional, local, state and federal will be discussed. These events needed to be reported and monitored to identify if these centers are practicing unethically and or unsafely. Describing the Background Hospitals have always been regulated and mandated to report incidents but out of hospital births were not. Adverse events reporting is imperative for the patient safety and it helps improve the practitioner’s practice and patient care delivery.

According to Buja, Battisti, Dario, & Baldo (2016), healthcare organizations that practice safe healthcare prioritize reporting, create a risk awareness and sustain successful risk management strategies. To improve their practice, practice ethically, and reduce the cost of healthcare, the advanced nurse must adhere to the bill’s policies and regulation. Strengths, Weakness, Opportunities, and Threats The bills are strong due to its support from the Florida Governor Rick Scott, the house healthcare policy committee and Florida’s Senator Dana Young (The Florida Senate, 2018). It can be perceived as weak because it has only been adopted in the state of Florida and not in other states. The bill has the opportunity to grow and unite with other bills that help to improve the quality of care delivered to mothers and their children.

Reporting and monitoring can help the healthcare organizations and practitioners learn from the past events that can help develop further policies that will improve the nursing practice. Trad & Romanifski, (2017) indicated the making incident reports available can help promote awareness, increases staff education and stimulate a culture of safety practice. As leaders, the advanced nurse can be part of implementing evidence-based policies that can advance their practice and improve patient care. These nurses can also be active in nursing associations that are politically involved and have a voice in Congress. Their political involvement can ensure that the healthcare policies are advancing the care that is being delivered by nurses. Equally important, these nursing leaders are required to ensure that the care that is given to these patients is safe and based on best practices.

Nursing leaders are needed in all healthcare settings. Nursing leaders have the expertise to lead others to promote change that can provide high-quality effective care. Essentially, it is imperative the master’s prepared nurse understands that learning from past experiences creates evidence-based practices that will help develop future health care policies. To achieve this, masters prepared nurses must actively take part in influencing policy making process to ensure that healthcare provisions is made reachable to all without compromising the quality of care and safety of patients.
