The rapid and radical evolution of ISIS from AL Qaeda under the leadership of Abu Bakr al-Baghdadi astonished and aroused the fears in the international community. It association with international terror groups such as Osama bin laden’s al-Qaeda, responsible for 9/11 and other daring global terror attacks made ISIS become an group drawing international attention. The terror organization has developed links and inspired other jihadist organization such as Boko Haram in Nigeria. According to Vyver, (2018), most terrorists groups takes advantage of politically unstable environments to cause human and property loss as well as accommodate and encourage other terror group. This trend has been observed in politically unstable countries such as Nigeria, Libya, Iraq, Yemen and Afghanistan. Another key international player is Russia, nuclear armed military powerhouse.

It entered the fight supporting its ally, the Syrian government lead by Assad from the eminent fall due to the civil unrest and American backed militias. Russia entrance indirectly helped USA armed coalition in the fight against ISIS. The combined military efforts of USA and Russia strained ISIS resources and influence in the Iraq and Syrian regions; limiting the terror group military and operational efficiency. Other important international community stakeholders are United Nation and other humanitarian groups such as Red Cross. The international community through its UNHCR has been providing the needed humanitarian support and military interventions to curb the groups rise and control on Syrian and Iraq regions. The humanitarian aid is in terms of food and shelter (Ignatius, 2018). This has not been a seamless process because it is hard to identity the terrorist among the refugees as well as some of the refugee camps have been turned to jihadist breeding camps.

Moreover, it is hard to enable humanitarian support access to the remote affected areas. NGOs such as Red Cross and MSF have been trying their best to reach out to the victims but the militants always deny them access (Vyver, 2018). It is important to note that the Jihadist organization gained its foothold in the region due to its ability to relate with the needs and offer hope to the oppresses local communities such as Sunni. Through negotiation with these communities, the international community understand the various reason and needs of the local communities leading to their support the ISIS movement. By addressing these issues such discriminate practice by the Syria and Iraq governments, the need eliminating the corrupt leadership and ensure equitable distribution of wealth in the region.

by developing mechanism that address the local needs, the international community can help counter the negative influence and communal control of ISIS in these areas. UN security council has made various requirements in effort to address these issues that lead to the rise of ISIS. This basically involves the actual undertakings by the UN to ensure the spread of terror war is stopped in Iraq. The UN in collaboration with the United States has been combating terrorism in all ISIS frontiers. The provision of its soldiers on the war fronts has helped reduce the rise of ISIS. The UN has also been using the internet to track the activities of ISIS thus countering its spread. UN also combats the rising spread of ISIS by safeguarding its borders (Ignatius, 2018).

The US government has spent approximately $25 billion empowering the allies between the year 2013-2011. The airstrike done in 2015 on agricultural, transport and oil infrastructure reduced the source of income through oil. This has not been seen as a good method because the group mainly uses cash and its operations are outside the legitimate channels. This renders the approach inadequate. The approach also has been harsh on the local economies. To effective eliminate the terrorist it is important to engage then in ground level combat where it is hard to camouflage with the public. US led aerial attacks on the ISIS have been target to dismantle the layers of leadership as well as their source of resources. This approach is critical in weaken in the organization from the top and discourage new recruits as well as ISIS sympathizers from joining the terror group.

Empowering the local forces, who wellversed with the geography and local of the ISIS cells within Syria and Iraq, through advanced training and logistics allows clinical sabotage and misalignment of the terror groups framework. However, achieving this has been challenge as most of the war hardened fighters joined the ISIS organization due to the discrimination and detachment from the disillusioned country’s leadership. This has been a huge problem within the ISIS-controlled regions and it has been attributed to the extent of influence the jihadist group has had. Some people within the international community don’t buy the idea of negotiation because they fear it will give the terrorist group legitimacy in what they are doing. Those who support the approach claim it is inevitable.

This is due to the extent to which the terrorist group has managed to organize and run its affairs in an orderly manner. Most of the middle east members such as Iran , Kuwait, segment of influential Yemen leaders as well as respected religious and political Muslim leaders have contributed greatly in offering a negotiating table for the ISIS sympathizers to air out their grievances and be heard. Moreover, the gulf cooperation , Bahrain and Canada have help raise awareness by holding conference and workshop that inform the public and international stakeholders on legislation that impede finding of jihadist organization as well impact such as online recruitment of jihadist and need to adopt tighter penalties for financial and cybercrimes relating to terrorism. The international community has developed migration policies and anti-smuggling legislation to enhance seizure and deter sales of the manuscripts and other antiquities.

The United Nation through agencies like the United Nations Educational, Scientific and Cultural Organization (UNESCO) has intensified efforts to create awareness of smuggled arts. In addition The United Nations Educational, Scientific and Cultural Organization (UNESCO) has been critical in the tracking , regulating, repossessing and protecting cultural arts and goods in possession of the ISIS from being sold in the highly unregulated art market. Moreover, ethnic cleansing by the Iraq and Kurdish against the Sunni communities especially young men has not been effective and risk escalating the situation. This also limits the source of funds to the ISIS-controlled regions. The international media house have been instrumental in informing the public of success of such strategies while warning the public to look out for ISIS members who might have slipped through the systems.

This strategy has been crucial in discouraging new recruits as well as recruited members from going back to their member nation to carry out their Jihadist agendas. Conclusion The whole picture of addressing the rise of ISIS takes different dimensions but all are intended to have one goal at the end of the day. The players in this process include the super-power countries such as the US and Russia has geopolitical and economical differences. Eliminating and drastically reducing financing and funding options of the ISIS, addressing the humanitarian crisis resulting for the fight against ISSI as well as instability in region. Finally, the international commute has played a great role in highlighting the true nature to the rest of the world on what is going on in the Iraq and Syria regions.
