However, earlier this year in March, the project was commissioned by the current president Donald Trump. Expedition of Approval On March 24 last year, the president gave a 60-day moratorium on the expedition of the final approval. During this day the president invited the owner of Trans Canadian Company to resubmit his application for issuance of the permit. This moratorium made the Trans Canadian company to resubmit their application of 26th January, and this made the Nebraska public service commission to have a 3-2 approval ballot for the construction of just a portion of the XL pipeline. Nebraska however, did reject this company’s preferred route of the pipeline. Keystone Phase IV Project This was also known as the XL (export Limited), and it was meant as a duplicate project that would involve a pipe of higher diameter.

The pipeline was supposed to run from Nebraska to North Dakota, Montana, and the Williston Basin. In the pipeline, the Syncrude and diluted bitumen were meant to be added at the oil sands at Canada. The project proposal review took six years to be reviewed, and in November of 2015 president, Obama rejected it. However, it received a reprieve when the current president approved it. It was even authorized to converting a section of the mainline gas pipeline into a crude oil pipeline. This was in 2007; however, the United States gave a presidential decree requiring the construction of the pipeline within the borders of the United States and Canada. In the year 2008, ConocoPhillips purchased 50% stake in the project, however, in 2009 TransCanada received a permit to buy out ConocoPhillips and it was left as the sole owner of the project.

TransCanada did take more than two years to obtain the necessary documents authorizing the construction of the project. The project was in full operation of the four phases in June 2010. The court at Nebraska approved the new route and that material day the Supreme Court cleared the way for the ongoing of construction. The Senate passed a bill in favor of the project. The house of the representatives did approve of the new route of the project; however, they failed to send the bill to the president for assent officially. This made the bill to start on a course of a ten –day count into becoming law without a presidential signature. Republicans were at the center of the derailment so that they can ensure the president would be in session in case they have to veto the bill.

The major issues were on the spills that were anticipated and the effect on the transverse highly sensitive Nebraska terrain. These parties stated that the project is going to increase the greenhouses gases considerably from the extraction of Nebraska sands that the conventional extraction. Conflict of Interests The United States environmental resources management did the author a supplemental document that was in contradiction to the one that was provided by Environmental Protection Agency. They indicated that contractor Cardo Entrix had done inadequate work in the environmental assessment. These controversies were coming from previous contractors that had interests in the project. They noted that with an increased need for oil in the United States this project is going to cut this deficit accordingly. The proponents said that this project is one of its own as it is not a debate of oil versus alternative energy.

Economic Issues The president of TransCanada Corporation expressed that the project is going to putting nearly 20,000 United States workers to work. He indicated that the project is going to reduce the impact of hiked oil prices and thus the money saved will be used in other developmental projects. Some controversies were raised that the TransCanada Corporation had blackmailed many people to foster their interests. The federal court rejected the lawsuit on the grounds that it lacked authority to bring it. The sub-Oklahoma planning commission did file a suit for joint complaint in the United States of America. They were seeking injunctive relief, and they were petitioning for engineer’s action in the issuance of nationwide permits across XL keystone project. Bibliography Cohen, Steven.
