Intelligence-led policing as associated with high levels of cost-effectiveness and efficiency (Ratcliffe, 2016). Intelligence-led policing is based on the collection of useful information that is used in the decision-making stage to impact crime. The United States and other developed nations have experienced a rise in sex-related offenses. With the rise in the number of sex offenders, the law has consequently evolved to accommodate the offenses. Punitive laws have consequently been passed in order to discourage the continued rise in the number of the sex offenders (Newburn, 2012). By preventing, reducing, and disrupting criminal activities, the decision makers will have used the intelligence gathered to impact the criminal settings within their jurisdiction. In order to achieve these, intelligence-led policing through the 3i model has three main components.

One of these components is the criminal environment refer to the specific crime background that the decision makers seek to influence. In this case, the sex offence environment is made up of different layers of information, offenders, victims, and other stakeholders (Wortley, Townsley, 2016). It also includes patterns, knowledge, and understanding of the environment in general. In the 3i model, the three components are completely intertwined and do not work as a process. Two of the components could be in use at any given stage of an investigation, but more often than not, the decision-making component is and can only be achieved with the help of the other two components. The decision-making component is highly dependent on the accuracy of the intelligence analysis.

Decision-makers rely on the analysis to provide them with the correct intelligence to enable them to make decisions correctly and accurately. The impact facet of the 3i model comprises of the decision-making strategies and policies that are aimed at reducing, preventing, and disrupting criminal activities. In a bid to understand the reasons behind crime and conflict, analysts determine the different formations of the society and individuals that cause them to engage in crime. This is the concept of understanding the criminal environment. It involves the collection of information and knowledge about criminal activities and analyzing them in order to develop strategies that would help reduce or prevent them completely (Karn, 2013). In other words, analysts evaluate the root causes of criminal activities and devise strategies to be recommended to the decision-makers in order to prevent or reduce criminal activities.

They also develop the best possible means of punishment to deter people from going against the law. To some extent, the use of statistics to analyze criminal activities may not be as effective as it may look in an ideal scholarly view. Decision-making in intelligence-led policing is pegged on the intelligence analysis (Ratcliffe, 2016). However, decision-making should not only rely on the intelligence analysis statistics. Decision-makers should incorporate other aspects within the society that could influence criminal activities. The main goal of intelligence-led policing is to understand the crime environment, conduct intelligence analysis, and make the right and informed decisions. This has led to the creation of very punitive laws meant to deter sexual offenses. However, human life is multifaceted in nature and statistics alone cannot be used to describe the occurrence of a serious offence.

Recommendation Actuarial statistics lead to certain misconceptions that may be more harmful than they are helpful. Such statistics may lead to a misdirection of resources usually in the monitoring of the dangerous offenders. Misdirection of resources leads to wastage, which reduces the effectiveness of the strategies in use. Surveillance is quite costly and continued use of surveillance on possible offenders may be a clear misdirection of resources if the statistics are proven to be not so accurate in predicting crime. Therefore, decision-makers should focus their efforts on other forms of intelligence sources in order to make effective and efficient decisions. In addition, intelligence analysts should focus more efforts on other facets of the crime environment in order to identify the true root causes of crime, especially sexual offenses.
