Not having the legislative body that has been elected by the majority of the citizen votes and the executive that is charged with the responsibility of making the essential policies in an organization might lead to improper operations of the government (Mushkat & Mushkat, 2017). The various arms of the government are held by mutual mistrust that may make them fight one another instead of getting involved in operations that might help in ensuring that the operations of the government are conducted peacefully and effectively. The chief executive in Hong Kong is elected by one thousand two hundred member’s o the election committee (Mushkat & Mushkat, 2017). The chief executive may not get the voice that is portrayed in other election systems as compared to the elections of other states that give chance to all citizens to peacefully vote in their desired leaders.

Problems identified Governance crisis has been identified in Hong Kong since 1997 (Lui, 2017). The government of Hong Kong seems not to be able to establish a stable relationship between the legislature and the executive. The disagreement between the executive and the legislative council of Hong Kong has made the government be unable to establish a better policy that would help in ensuring that there is proper legislation between the government and the voice of the people of Hong Kong (Lui, 2017). The legislature does not agree to the pressure given to them by the legislature and the postponing the proposals of the legislature is quite common. The corrections that are channelled to the executive by the legislature greatly rely on the personal interests of the legislative members than the interests of the government (Lui, 2017).

The paper would also explain why the chief executive has failed to have control since the post-colonial period and the pressing need for having the party system in Hong Kong as the western governments. Conceptual Framework A government has three arms that include the legislature, the judiciary and the executive. Each arm of the government is charged with the responsibility to ensure that the activities of the government are run smoothly and effectively. It is outlined that the functions of the various arms of the government are distinct (Fong, 2018). However, since the arms function within the same government, it is almost impossible to adequately separate the various arms of the government fully. The interference of the functions of the executive depreciates its functionality of the government in general (Lah, Jing & Cheung, 2016).

The executive normally has the opportunity to appoint the various officeholders in the government. A government like Hong Kong that does not embrace the various governmental opportunities might not be in a position to ensure that all the activities of the government are done within the necessary period. The dominance of the Executive The western countries believe that the executive and the legislature should not have equal powers. There should be a vertical communication between the executive and the members of the legislature. The limitation of power depends on the outline of the constitutions that runs the government. For example, the governments that allow the members of the legislature to be in the various houses for two years may influence the accessory functions and powers of the president (Mah & Hills, 2016).

The newer members of the various legislative bodies can easily come up with the various requirements that may alter the functions of the president. For example, the government of the United States only allow for the elections of not more than two-thirds of the current members of the legislature at a given time. The elections might alter the number of individuals in the legislatures to ensure that the governments have the best services that they can. The leaders of the dominant parties have the opportunity to act on behalf of the legislature. The president’s party have the capability of ensuring that the government has the opportunity to reign. For the executive to be effective in the dominant executive systems, the president needs to have a cohesive party that would ensure that the idea of the president as the executive is supported.

The leaders of the executive have to ensure that they remain focused on the ideas of the party in order to gain the required support (Wong, 2017). The balance between the legislature and the legislature may also be enhanced through the separation of the powers of the executive and the legislature whereby there are no clashes in the duties that need to be performed. When excess power is given to the executive, the members of the executive might fulfil their personal interests at the executive positions. When most members of the legislature are given more power, making swift decisions by the government might be nearly impossible (Wong, 2017). Executive dominance helps in ensuring that the executive focuses on making decisions for the government (Wong, 2017).

The executive can get a solid vote on the ideas that they have for the states. Analysis During the colonial period, the government of Hong Kong was known to be led by the executive dominant political systems whereby the executives had the power to decide the individuals who would hold the various positions in the legislature (Shugart, 2006). In as much as the chief executive was endowed with power to appoint various ministers to stand for the various essential components of the governments, the input of the legislature was given focus to help in ensuring that the decisions are not made out of personal interests but from the interests of ensuring that the agenda of the citizens have been taken care of (Shugart, 2006).

The initial dominant systems gave the head of the executive power over the laws of the government. The chief executive had the power to appoint and dissolve the parliament is he or she feels that the members of the legislative council are not competent enough to ensure that there is a new election. The dominance of the executive without the legislative council back up is empty talk. The decisions made by the parties help in ensuring that various suggestions are accepted (Chan, 2018). The party system helped in the monopolizing of the power helping on ensuring that there executive dominance (Cheung, Jing & Lah, 2016). However, the government of China ensures that there is the election of the nonpartisan chief executive to help in accepting the ideas of all individuals in the country and not necessarily the individuals within the same party with similar objectives.

The government of China ensures that the chief executive remains fair to all individuals in all regions in the country. They believe that democracy involves the voice of the majority but the minority have the power (Cheung, Jing & Lah, 2016). The minority might be misled by the party objectives other than the specific objectives of the regions that elected them. Executive from the leading party helps in ensuring that the needs of the involved populations are taken care of within the required time and that all the necessary needs are met. The party dominance gave the executive dominance over the legislature during the colonial times as the majority of the legislative appointees were answerable to the outline of the executive (Lah, Jing & Cheung, 2016).

The executive position is composed of few individuals who have specific roles and may help in ensuring that the various activities of the government are run effectively as possible (Kwong & Wong, 2017). The smooth operations of then-executive are greatly contributed to by the ability of the executive to enforce its changes on the government (Lah, Jing & Cheung, 2016). The executive dominant relationship in the colonial period was greatly contributed by the power of the legislature to be able to enforce its laws on the rest of the legislative bodies. The non-party approach to the Hong Kong government serves as the major barrier to the communications between the executive and the members of the legislature. Executive dominant approaches help in easing the process of decision making within the government.

The division of labour and specialization approach may work well if the duties of the various arms of the government have been differentiated. It is important that various individuals from various groups have the opportunity to run their activities smoothly and accurately.
