There are other positive scores when compared to state and national level that suggested that Mercy hospital is indeed concerned with the quality and safety of patients. Such a factor can be seen in the manner that they registered higher scores when it comes to quietness at night at the healthcare facility, elaboration of medications by the staff, patients understanding of care when leaving the healthcare facility, recommendation of the hospital, and higher ratings of the healthcare facility. The healthcare organization registered similar scores to that of the state on several aspects such as a score of 82 percent when it comes to nurse/doctor to patient communication. There were other closer scores between Mercy medical center and the national averages. The national scores beat the healthcare organization when it comes to quick response to patient’s need, an aspect that was interviewed by asking patients if they received assistance as soon they need it.

Mercy medical center lags behind when it comes to cleanliness when compared to the state and national level. It also lagged behind Medstar Medical Center despite having outshined the organization on other aspects. It leads to a suggestion that cleanliness is one of the significant issues that should be ironed out at Mercy Medical Center. From an overall perspective, it is possible to conclude that Mercy center is a better healthcare provider than Medstar center. The second hospital for the comparison is the University of Maryland Medical Center. Response rates can be determined by several factors that include the campaigns put in place by the surveyors. Investigating some of the factors behind the survey rate can provide a clear understanding of how to conduct proper surveys.

Less response rate may also be unreliable when generalizing the whole community (SUGARMAN, 2013). Just like in sampling research techniques, a large number of response from the target population is likely to increase the validity level of the survey. Some of the factors that are likely to play a motivating role in increasing number of survey participants include perceived benefit by the person being surveyed, perhaps the ones with lower response rate did not get a better explanation of participating in the survey. The healthcare organizations primary care physicians are available in the entire Baltimore region. The organization mainly serves the Baltimore region. Services offered at the healthcare center include admission of patients, billing, medical recording, genetic counseling services, media relation services, mercy health foundation, operation and surgical services, pastoral care services, pharmacy, patient relations, and physician referral ("Mercy Medical Center - Maryland", 2018).

There are several departments that handles several conditions. The departments include dentistry, dermatology, cardiology, cystoscopy, dialysis, cancer care (medical, radiation, chemotherapy, and surgical oncology). The results of such adverse conditions are poor HCAHPS scores. Indigenous groups are the most disadvantaged when it comes to seeking of healthcare services, a factor that can be blamed on the fact that a healthcare provider may view such people as unintelligent or of difference intelligence, disinterested in their health, or just irresponsible thereby affecting the quality of care to be given. Response rates of patients may also determine the scores. Lack of proper communication that may be caused by language barrier may make it difficult for some patients to express their opinions thus affecting the scores.

Educational Dynamics Research conducted in both developed and developing world indicates that education especially that of the mother, has a significant impact on the health outcomes and economic trends of the family (Scott, 2010). Individuals with poor income may not be able to access well-resourced medical centers due to geographical and financial barriers and otherwise resort to community health providers who may lack adequate personnel and healthcare resources to handle various health conditions. Certain jobs associated with low-income households such as night shifts and other blue collar jobs may interfere with sleeping patterns of these individuals thus increasing their risks of developing diabetes and other complications. Financial Impacts on Mercy Medical Center Finance is a critical factor that determines the kind of healthcare services that a healthcare organization is likely to provide, and is therefore a determinant of the level of quality outcomes.

The short-term financial implications will help in meeting the daily costs of operations such as purchase and acquisition or resources needed in the provision of healthcare. Meeting the daily needs of a healthcare organization will make it easy for nurses to carry out their duties thereby improving the quality of services provided (SUGARMAN, 2013). 80% score on communication between nurses and patients is a good indication that the nurses at the institution have a culture of openness to patients. However, the organization scored 54% when it comes to an understanding of patients concerning their care implying that the level of communication between the physician and patient is not effective. Patients should be able to understand their situation at the time of treatment and after (SUGARMAN, 2013).

The organization scored poorly when it comes to the cleanliness of patient’s room and bathroom, a factor that can be blamed on improper sanitation. It is also possible to assume that the organization is orderly, a phenomenon that can be justified by the high scores concerning quietness at night. The first process in any organizational change is the consultation of various stakeholders who will help carry the process of change and those that will be affected by the changes. Assigning of roles is the second step in change implementation. Any change process should be carried out by experienced and skilled people, so as to make it cost effective. Evaluation is the last process in any change process since it helps in determining the impacts of the planned changes (SUGARMAN, 2013) .

Meeting of organizations change objectives such as stipulated time and engagement of necessary stakeholders is an indication that the change process will be efficient in the end. The first step towards ensuring shared responsibility is by organizing campaigns aimed at informing every stakeholder on their roles towards achieving better community health (Warren, 2016). Communicating to multi-stakeholders such as payers of healthcare concerning the situation of the community may also motivate them to make necessary adjustments. Other steps aimed at ensuring shared responsibility are guaranteeing uniformity in the provision of care regardless of one’s race, language or gender, increasing access to information concerning the organization and inspire community members to seek medical attention and educating patients on how they can efficiently manage their health.

Accountability in healthcare system can also be improved by increasing awareness to both patients and physicians on the various treatment process (Barnard, 2013). Installation of appropriate technology can help in tracking down the flow of money into the organization thus increasing accountability and transparency. Financial Stability Ensuring financial stability of a healthcare organization requires one to dig deep into the history of the organization to take informed actions that will improve the condition of the organization. Some of the steps that will ensure the financial stability of healthcare organization are to ensure comfort of employees to reduce turnover rates that usually end up to be costly (Scott, 2010). Hospital expansion could also mean increased revenues; the organization should be willing to stretch by providing additional services.

The organization should aim at meeting patient requirement so that they can build a reputation for success. Many patients will, therefore develop trust in the organization thus ensuring financial stability. Patient education is also necessary when it comes to the application of telemedicine and other related proposals; they should be trained on how to use such devices. Training of nurses and doctors on how to use technology can be measured in the manner that they can use such equipment within the stipulated time. The above objectives should be met within the set time. If an organization sets two months to handle the issue of staff reshuffling and recruitment then meeting such a goal within the given period is an indicator of success.
