The study will also tell why the welfare state is vital for a capitalist or socialist political economy state to stand. Additionally, the research inspects whether capitalism in the past centuries especially the nineteenth and twentieth century was the cause of the welfare state as many theorists believe and it will use the U. S. A as a typical example of a capitalist country while Germany will be a case study of a state that uses welfare state political control. Regardless of the outcome, this study aims at ascertaining whether a further increase in the capitalism among nations in the twenty-first century is likely to lead to a higher rise in welfare state types of control of political economies. How did capitalism develop in the nineteenth and twentieth century? The paper gives a detailed description of the capitalist political control, brief historical background, and the contributions to the rise of the welfare state in the last few centuries. Furthermore, it explains the history of the welfare state through a review of the literature by other scholars outlining their reasons for agreeing or disagreeing with the idea that capitalism led to the rise of welfare states. In addition, the paper applies a comparative method to give a detailed comparison between how capitalism led to the rise of welfare state political control in the 19th and 20th centuries and how continued practice of capitalism is likely to lead to further increase in the welfare state.

S individuals make choices on their investment options, what to sell and at what prices while in Germany the state practices total control and makes most of the decisions on behalf of the masses. The implications are increased economic freedoms for US citizens while those in Germany face state hurdles.
