The availability of adequate health is one of the key requirements of any country across the world. Any country must always strive to provide the most inherent health needs to its people so as to ensure that there is peaceful coexistence, tranquility and also to ensure that there is efficient development within the country. The provision of the basic health needs are the sole role of the government and it is a basic requirement for the whole development of any state. The economic development also depends on the wellness and the full development of the health scale in the country. One of the countries that have made huge strides in the development of its health care system in Saudi Arabia. The health sector entirely depends on the effectiveness and well-developed leadership frameworks.

The whole sector requires a full and well-developed management scale that will ensure that everything is running smoothly and with ease. The leadership sector provides a better way of managing and developing the whole new system that fully conforms to the health industry and the whole general way of managing the health sector (Ruchlin et al. Statement of the Problem Leadership and health promotion are two complementary things that work hand in hand. The health promotion in primary healthcare solely depends on the leadership capabilities to run and develop the healthcare industry fully. The health care organization needs proper management scale to fully promote and work towards achieving and developing effective health promotion in all the primary health care sectors in Saudi Arabia.

This is a factor that is unquestionable and it is one of the key events that need to be well developed and engineered within any health care industry to ensure that all the stakeholders and all the key persons within the health care industry are running well and are working towards the achievements of their core objectives. Various challenges are still facing the health care setting in the country. There are various disgruntled, work dissatisfaction and other health care concerns that are generally affecting the whole development overview of the health care industry. Many cases of work dissatisfaction, lack of motivation and even lack of the proper channel of communication within the health care industry have rocked the country and the health care sector in general.

These problems and challenges may hinder the whole operations and the whole achievement of the vision 2030 project in the health care industry. Therefore, this study seeks to address some of the challenges that may in any way hinder the success and the accomplishment of the Vision 2030 blueprint in the health care sector based on the Saudi Arabia flag shift project in the health care sector. Some of the purposes of this study are fully developed in the context below: 1. To identify some of the leadership challenges facing the health care industry in the country 2. To discuss some of the role of government in officiating the leadership scale in the health care sector and health promotions in primary healthcare 3. The government is one of the major stakeholder in the health care industry.

It is one of the core developers of the health care sectors and also the sole financier of all the operations within the health care industry. The role of government in officiating the various functions and activities that happen motion the health dare sector is quite immense. Therefore, the application of this study seeks to develop a better way and a better relationship through which the government can assert its pressure and force in establishing and deal with the issues and the leadership challenges that mostly affect the organizational leadership of various health care organisations and settings in the country. The study seeks to establish how the government can always step in to help the development and the recreation of the best health care operatives within the country and how it can best deal with all the challenges that may jeopardize the health care delivery in the country.

The leadership in the nursing industry is bound by the code of conduct and how the deliveries in the nursing field ought to be developed. BVaruiius literature has been developed to help in fostering the spirit and the whole leadership scale within the health care industry. According to Alharbi & Yusoff (2012), leadership is the basis of solving the problems that face any entity. The problems range from work dissatisfaction, poor pay, motivation among many other issues. Mah’d Alloubani (2015) acknowledges that the basis f any leadership program is to offer solutions to the existing problems. Ruchlin et al. (2009) further argue that the leadership capabilities and responsibilities of any management and any leadership of a healthcare sector work hand in hand towards creating clear planning, organizing and directing capabilities that directs all the activities of the health care sector.

Mohamed et al. (2006) stipulate that the organizing, planning and controlling strategy is the basis of any visionary leadership. The same visionary leadership is what helps in propagating new development concepts for the health care sector. The major hospitals in the region and which are mainly based on the forms the major part of the research as they are the much-needed content for the development of this research and how the study works towards achieving ist divine goal of the health promotion in Saudi Arabia and how the organizational leadership can influence the same in the promotional health services in the country. The major subjects that the study will capture are the health care facilities which are operating in the whole country.

However, we shall restrict the story to the major cities within the nation as they are the major subjects that are affected by the same health care related concerns and leadership issues in the setting. The other subjects that will form a major part of this study are the patients and the general public. These are the people who will provide their own views and the rationale on how the hospital and the health care leadership affects the way that they are receiving the basic necessities in the hospital. The first process is data preparation to ensure that all the data collected are easily readable and can be relied on to produce more coherent facts. Both the descriptive and inferential statistics will be used to ensure that all data is fully developed.

All the data will be incorporated with the SPSS v. 21 statistical software. The descriptive statistics will be used to analyze the data of all study variables. It is one of the major fields that allows for a more concise and elaborate way of ensuring that all the health promotions in the country are running well and with ease. It is therefore to develop a whole important system of ensuring that all the practices and the general outlook of the health care industry are fully upheld and promoted (Alharbi & Yusoff, 2015). Nurses should take the upper hand in the management process as they are fully aware of various health care management principles. Participative theory of leadership is the key framework that can be applied in this as the leadership in nursing is a communal activity (McAlearney, 2006) Therefore, the health care system in Saudi Arabia should be fully managed well to ensure that all the needs and the demands of the vision 2030 are met with ease.
