The first type is request for proposals without negotiation. This is in the form of restricted tendering, and it involves the selection of a limited and sufficient number of service providers or suppliers for effective competition in the process. An example of this would be the request for proposal by public procurement oversight authority in Kenya, requesting for a cash backed mortgage scheme ("Restricted Tendering by PPOA," 2014). The other type of request for proposals is requests for proposals with dialogues. These are requests for proposals that are addressed to at least three suppliers or contractors, and to as many suppliers or contractors as practical. It’s also important to note that in the case of all the above three examples, the tender is awarded to the supplier with the highest combined technical and financial scores and not the one with the lowest price.
