ii. Description of the Uniform Crime Report (UCR) The UCR is a program that has the primary objective of generating reliable information for use in law enforcement administration, management, and operation. The UCR has become the first option to check for members of the public, the media, researchers, students of criminal justice, and law enforcement executives seeking information on crime in the United States. The major components of the UCR are classified into Part 1 and Part 2 offenses. The part I offenses include arson, motor vehicle theft, larceny, burglary, aggravated assault, robbery, forcible rape, non-negligent manslaughter, and murder. iv. Overcoming the Shortcomings Law enforcement has recognized the need for improving UCR statistics to overcome some of the disadvantages inherent in the earlier UCR.
